Mark Dice still hasn’t found a constitutional amendment his fellow Californians aren’t willing to repeal. Here they eagerly sign their name to chucking out the Third, which reads:
No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.
